Bond Set at $750,000 for Registered Sexual Predator Charged With Child Pornography Involving a 16-Year-old Centralia Girl

Bond has been set at $750,000 in Marion County Court Friday for a 25-year-old registered sexual predator who has been charged with three counts of child pornography.

Seth Karrer was arrested Wednesday by Centralia Police after being questioned about why he was watching a Centralia High School bus stop near McCord and Beech Streets and had also been seen outside the high school. He claimed to travel to Centralia to see a 16-year-old girl he knew as a friend. Because he was a convicted sex offender, it was a violation for Karrer to be either near a bus stop or school.

Marion County State’s Attorney Bill Milner said in a probable cause statement to the court that Karrer agreed to let police look at his phone. They allegedly found multiple photos of a sexual nature. Milner said each of the three charges is based on three different photos. Two are Class 3 Child Pornography Charges and the third is an enhanced Class 2 felony of possession of child pornography by a sex offender.

Milner said after seeing the initial photos on the phone, police stopped until they could get a search warrant which was later obtained. He reports the investigation is ongoing and the phone allegedly contains many additional photos that have not yet been analyzed by police. He expects more charges could be coming and police are looking at a possible additional victim.

Karrer was convicted of aggravated criminal sexual abuse to a 13 to 16-year-old in St. Clair County in June 2013. He was placed on three years probation and also required to register as a child sex offender.

Public Defender Craig Griffin was appointed to represent Karrer. The first appearance with an attorney and preliminary hearing is scheduled for March 14th. If he is able to post bond, Karrer was ordered to have no contact with the alleged victim or anyone under the age of 18.
